Three of the eight units in Complex "G" of the Hillcrest Apartments in Staunton were burglarized during Saturday's power outage.
Staunton police said they now know the burglar was aware the apartments were empty.
One man told a WHSV reporter that he did not have his door locked and the burglar went in his wallet, took cash and his charge card.
Other victims did not have their deadbolt locked, which police say would have made it harder to break in.
“It's devastating,” said Barbara Marshall, a burglary victim. “You work hard to get the things you want and someone takes advantage of a bad situation and uses it to their advantage.”
Staunton Police hope anyone with information will contact them as soon as possible. They said some of the items may have been sold at local pawn shops.
