Violent crime arrests have increased recently in West Virginia, but that doesn't explain its overcrowded jails and prisons.
The arrest rate increase is one of several trends already identified by the Justice Reinvestment Initiative.
Gov. Earl Ray Tomblin and other state leaders unveiled the initiative project Tuesday. Overseen by the nonpartisan Council of State Governments, it's conducting a top-to-bottom review of West Virginia's criminal justice system. The U.S. Justice Department and the Pew Center on the States will fund the study.
Tomblin sought to enlist the initiative after it helped such states as Texas and Ohio.
Project officials have already begun looking at West Virginia's situation. They gave an initial briefing Tuesday to a group of state and local officials.
