Search Warrants Reveal More in Treasurer Investigation

Search Warrants Reveal More in Treasurer Investigation

On the same day Harrisonburg City Treasurer Rebecca Neal was indicted, the court unsealed search warrants that were issued back on January 22.

On the same day Harrisonburg City Treasurer Rebecca Neal was indicted by a Rockingham County grand jury on 20 counts of fraud and altering deposits, the court unsealed search warrants that were issued back on January 22.

The warrants were issued so investigators could search and gather evidence from the Treasurer's office as well as Neal's home.

The Affidavit for Search Warrant, authored by Terry Warlitner, an investigator with the Harrisonburg Police Department, listed the "material facts constituting probable cause that the search should be made."

The affidavit states, "A review of deposits from her office revealed that from January 15, 2004 through January 11, 2008, she removed thousands of dollars from various intact city departments deposits and wrote personal checks to replace the amount of cash removed from said deposits for her personal benefit. The pre-existant deposit slip was altered to reflect the variance in the deposit. On several occasions, her personal check was returned with insufficient funds and then later repaid. Several personal banking accounts were utilized to conduct said transactions. Sgt. Bill Frank of the Harrisonburg Police Department conducted the review of said deposits by accessing the electronic bank account of the City of Harrisonburg."

The search warrant inventory record shows investigators removed deposit slips, bank statements and financial documents as well as a Hewlett - Packard computer. There were also specific items removed, including two canceled checks dated 1/18/2008 from "Water #3 Dep."

I cannot believe you would allow this woman to return to work. I certainly would hope that she is not handling any money until her court date?

I have worked with Becky for many years and to this day, I can't believe that she would do something like this. I believe that she was very devoted to her job. I am shocked to hear this.
