Elkton to Increase Sewer Rates by 60 Percent

Elkton held a public meeting Monday night to discuss the town's budget, including a proposed 60-percent hike on sewer rates.
The hike would help pay for mandated improvements to the town's waste water treatment facility. It calculates to be about a $17-per-month increase for the average person.
Town manager Reid Wodicka said the state Department of Environmental Quality is mandating the town increase the rates to pay for improvements to the waste water treatment plant.
Wodicka said the plant was built in 1981 and has seen little improvements over the years.
He says, "We really don't have a choice whether or not to fix this problem. The choice is whether or not we want to raise the rates to the point where we can get a favorable loan from the state. If we don't do this, it will cost us about $2 million more in the long run for the life of a loan, and the interest payments.
Casey Billhimer, an Elkton businessman for 15 years, says he thinks sewer rates haven't increased much since he's worked in town.
"I personally don't have a problem with the rate going up. I know it will effect some of the older people but it's long overdue," says Billhimer.
Wodicka says, after the hike, the new rate would equal the standardized rate set by the DEQ. He said the average resident will pay about $40 a month for sewer.
The public hearing is at the Elkton Area Community Center at 6 p.m.

The cost of borrowing $3.4 million has been quotes as anywhere from $170k-$200k annually; if rates were raised by 16% as originally communicated, it would raise approx $100K in revenue annually; if they raise rates by 60% it will create approx $400k annually. Why raise the rates higher that the cost of the loan? No one manager has tried to stop the pourous amount of spending going on in this administration. I have figures that show that in this years budget there are over 100 line items that are over spent by almost $1.2million dollars. These people need to learn a lesson in stewardship before they request any rate hike. There is just not enough time or space on this blog to correct the path of deception that has been undertaken by many on this council.
First and foremost, DEQ is a regulatory agency. They do not set rates, they do not lend money. They insure that sewer treatment plants operate within the parameters of the current permit. Elkton, however; is operating under a consent order which means that Elkton and DEQ have discussed the problems that occurred at the plant and have developed a list of items that Elkton must complete to be considered in compliance. Town management insists that DEQ is requiring a complete overhaul of the plant...this is a half-truth or what you or would a bold face lie. DEQ in the consent requires Elkton to work on improving the dewatering process for sludge; increasing the current capacity of the disinfection system to meet the current permit parameters.
