The mural off of Route 250 just outside of Waynesboro was first painted 20 years ago, and volunteers trying to freshen it up still have steps to take if they want to continue the project.

After making numerous calls to the city, volunteers assumed they were given a land-use permit to go ahead with the repainting.

However, Virginia Department of Transportation officials say, in order to continue, they have to get permission from the Buckingham Branch Railroad, the company that owns the bridge just over the mural.

VDOT officials at the Verona residency say the Buckingham Branch has not given the approval, which means they have to hold off on handing out the permit.

Doug Simmers, with the VDOT Verona residency, says, "With that requirement not being met to be able to issue a permit, we then did not issue a permit on our side for them to work on the right of way."

Simmers also says they do not oppose the repainting.

However, along with the land-use permit, they also have to make sure they can cone off the area while the volunteers are painting to make sure motorists are aware of the project.
