Seven years ago, Frederick County investigators said it may be awhile before they made an arrest in a murder case. That turned out to be all too true, especially since an indictment in the case was just handed up Thursday.
On March 9, 2002, 35-year-old Jared Drew Haines was found dead of a gunshot wound in a 1980 Oldsmobile.
It happened in the early morning hours on Indian Hollow Road near Hogue Creek. Police now say they think they know who pulled the trigger.
Thirty-four-year-old Billy Ray Carter Jr. was indicted by a Frederick County grand jury on charges of first degree murder and use of a firearm in commission of a murder.
He's being held without bond at the Northwest Regional Adult Detention Center.
Authorities say the credit for the charges goes to the Frederick County Sheriff's Office and the Commonwealth Attorney's office working closely and continually together for the past seven years.
