Governor Tim Kaine says that if the payday lending bill comes to his desk, he'll make significant changes to it.

Governor Tim Kaine says that if the payday lending bill comes to his desk, he'll make significant changes to it.
The House made changes to the legislation, and now it's the Senate's turn.
The bill would create a statewide database to track payday loans and limit customers to three loans at one time, plus make extended payment plans available for frequent borrowers.
