A Luray doctor is being called "negligent, dangerous" and "harmful" by the Virginia Board of Medicine.
Dr. Fang Horng's license has been brought into question numerous times during the 35 years he's practiced medicine in the United States. The Board of Medicine says his latest violations were the last straw.
A board order is the latest in a long history of disciplinary action against the doctor. In August, a patient died after being prescribed two medications by Horng and then complaining of side effects like shortness of breath. The patient died of congestive heart failure and aortic stenosis.
During a 14-hour hearing last month, the board also found that Horng performed dental surgery numerous times, although he is not licensed to do so.
Luray Dr. James Dale testified that Horng's practice poses a threat to his patients. The state considered what it called Horng's "long disciplinary history" and his "inability to respond to the board's prior remedial and educational incentives."
Horng has faced the Virginia Board of Medicine for discipline at least eight times since 1993. In 2000, Horng was reprimanded for impregnating a patient. New York state revoked his license, citing an "egregious violation of professional trust and ethics."
Horng has 30 days to appeal the decision with the board. He could not be reached for comment Monday.

This doctor's license should've been revoked YEARS ago. I can't help but laugh at the local residents who continue to say, "He's only human and makes mistakes! Leave him alone!"
wow if you get away with all that by being a doc in this counrty what CAN you do elsewhere!!!This degrades other docs who work hard and are ethical.shame on him.
