In 2005, there was a loss of $7,500 in the city treasurer's office. The Auditor of Public Accounts found City Treasurer Becky Neal and her office workers were not negligent. But Neal alleges the city attorney and the director of finance tried to find ways to change the police report so the city could get the money back from the state.

Lester Seal, the director of finance denies he did anything inappropriate. According to the city treasurer, this would have been an easy problem to solve. But the actions by the city attorney have her making some strong accusations.

The city treasurer wanted to clear up what she is calling false rumors by saying her office was not at fault for the missing $7,500. The city treasurer filed a claim with Virginia Risk Management. Treasurer Becky Neal says when the city attorney and director of finance found out the city would not be reimbursed; Neal says they wanted a copy of the report to look for a loophole or the possibility of changing the wording on the police report.

"Because of the contacts that were made and the questions that were asked of people, and again no one was ever instructed to do anything illegal, but I just felt in what I was seeing going on that that was the implication," says Neal.

The city says no attempts have been made by any city employee to alter police reports associated with the missing funds or submit a false claim, nor is there any evidence to support such an allegation.

I don't see that the city has done anything that we ourselves wouldn't have done. We all would hate to loose $7,500. And we would all try to make sure that there wasn't anything we had overlooded in order to be reimbursed. Now let's leave the subject alone.
