Sen. Jim Webb sent the following letter to President Barack Obama concerning committing the United States to "binding" international agreements without ratification of the U.S. Senate.
Dear Mr. President:
I would like to express my concern regarding reports that the Administration may believe it has the unilateral power to commit the government of the United States to certain standards that may be agreed upon at the upcoming United Nations Framework Convention on Climate Change Conference of Parties 15 in Copenhagen, Denmark. The phrase “politically binding” has been used.
Although details have not been made available, recent statements by Special Envoy on Climate Change Todd Stern indicate that negotiators may be intending to commit the United States to a nationwide emission reduction program. As you well know from your time in the Senate, only specific legislation agreed upon in the Congress, or a treaty ratified by the Senate, could actually create such a commitment on behalf of our country.
I would very much appreciate having this matter clarified in advance of the Copenhagen meetings.
Sincerely,
Jim Webb
United States Senator

I am very glad that Senator Webb has brought this to the attention of the country. There has to be checks and balances in our government. The elected Senators represent the people of their States and we need to listen to all 50 States. Jobs depend on this and the United States should not pay a carbon tax to the people of the world. Spend that money on creating jobs here in the Unites States we need to focus on creating paying jobs here in Virginia and the United States.
I am very pleased that Sen. Webb has brought up this very important issue regarding our Constitution, which Obama seems to have no regard for. I wish he used stronger language and stated that the whole climate change scam is just that: a money making scam.
I would urge Senator Webb to work with the Obama Administration and the leaders in the Senate who are trying to solve this very critical problem. Delay and obstruction are not the answer. Pending legislation must be improved and passed and Senator Webb's leadership is needed in this area. I, for one, am very happy that President Obama is making this a high priority. Climate solutions will build a stronger economy, create jobs and make us more secure as a nation. We should be a leader in this and bring American know-how back to the world.
