West Virginia's superintendent of schools says he's pleased with the progress the Preston County Board of Education has made since the state took over the district in March.

Steve Paine said the local superintendent, Larry Parsons, is focused on developing a long-range facilities plan that will affect not only finances, but also students' ability to learn and employee morale.

He said Wednesday the key is getting the community involved and building consensus.

Paine also says the community will have to financially support the plan with either a bond or a levy.

A 2008 levy failed by fewer than 70 votes.
