Drivers are finding a way to avoid paying higher tolls on an expressway that connects Interstate 64 in Virginia to North Carolina and the Outer Banks.
Residents say traffic on Battlefield Boulevard in Chesapeake has increased since City Council voted in May to raise the toll on the Chesapeake Expressway from $2 to $6 on summer weekends. The weekday and off-season toll rose to $3.
Stephen Etzell tells The Virginian-Pilot that just a few out-of-town vehicles used the boulevard before the toll hikes. Now, he says, it's "a whole stream of cars."
City officials say the toll hikes are needed to pay for repairing the highway over the next five years.
City Engineer Earl Sorey says the city plans to monitor traffic numbers throughout the summer.
