A Pennsylvania teenager who was abducted, held hostage and sexually assaulted by a man she met online is asking for more funding to crack down on child sexual predators.

In 2002, 13-year-old Alicia Kozakiewicz left her home to meet Scott Tyree, a 38-year-old she had met online. He drove her to his Herndon home, where he chained her to the floor in his basement for four days while he beat and raped her.

Kozakiewicz joined Alexandria Delegate Brian Moran Wednesday in pushing for "Alicia's Law." The legislation would provide about $14.8 million to expand Virginia's two child predator task forces, create three regional computer forensic labs and provide money to track Internet predators.

Tyree is serving a 19-year prison term.
