Governor Tim Kaine will announce a plan of new taxes to pay for new highway construction and the upkeep and repair of existing roads on Monday.

Kaine has scheduled a noon news conference on the state Capitol's South Portico to outline details of the bill he will ask legislators to consider next month.

He has set a special legislative session for June 23. It's the second time in two years legislators have met in special session over the issue.

The governor wants regional funding plans for Hampton Roads and northern Virginia, but he also wants millions of additional dollars to cover rocketing maintenance costs.

The administration estimates that by next year the bill for maintaining roads and bridges will exceed money available by nearly $400 million.

Increases in the sales tax, the gasoline tax or a boost in the sales tax on cars from three percent to five percent are among options Kaine has pondered.
