Two Culpeper residents who officials said kept 13 dogs in filthy conditions have been fined $1,625.

The dogs and other animals were removed from a rental home last month. Twenty-five-year-old James M. Jackson and 30-year-old Amanda B. Melendez were arrested and initially charged with more than 80 counts.

Wednesday, General District Court Judge Roger Morton found Jackson and Melendez guilty of 13 charges, including failure to provide adequate, properly cleaned shelter.

He dismissed more serious animal-cruelty charges, which carried a possible sentence of one year in jail.

Melendez and Jackson contended they properly cared for the animals.

But in fining them, the judge cited evidence depicting filthy conditions.
