Appalachian Power Co.'s proposed water release protocol for its Smith Mountain Project is pitting Smith Mountain Lake residents against those living downstream along the Staunton River.
The utility is seeking flexibility in the amount of water released, based on drought and other factors. Its current permit requires a minimum daily average release of 650 cubic feet per second.
More than 2,000 people turned out Thursday night for a public hearing on the proposal at Gretna High School. Smith Mountain Lake residents said they want less water released downstream. Those living downstream generally agreed with Appalachian Power's proposal.
The State Water Control Board will consider the proposal October 16.
