A state panel says greenhouse gas emissions in Virginia could jump by 31 percent by 2025 if conditions don't change.

A draft report by the Commission on Climate Change says the state's environment, cities and industries are "particularly vulnerable" to climate change.

The draft cites a growing population that has increased demand for electricity and put more vehicles on the road.

Gov. Tim Kaine appointed the commission earlier this year. The goal is to reduce greenhouse gases by 30 percent by 2025.

The commission has yet to announce a strategy for achieving that goal. Its final report is due in December.

Environmental groups said Wednesday that deeper cuts are needed to reverse emissions growth and protect against the worst effects of global warming.
