Dominion Virginia Power is asking the state to reissue a water permit for North Anna Power Station.
The draft Virginia Pollutant Discharge Elimination Permit allows Dominion to discharge two million gallons of water a day into Lake Anna. The 13,000-acre impoundment was created in the early 1970s to cool the plant's two nuclear reactors.
As water passes through the plant in Louisa County, it's warmed by the reactors. It then goes into cooling lagoons, known as the waste heat treatment facility.
Environmentalists say that the heated water adversely affects the lake's ecology, as well as conditions in the North Anna River downstream.
The draft permit also allows the plant to discharge storm water and treated sewage. Sludge from the sewage plant would be disposed of at the Louisa County Water Authority plant.
The Virginia Department of Environmental Quality will hold a public meeting on the proposal Wednesday. There will be a question-and-answer period, followed by a public hearing. The agency is accepting public comment through August 2.
