After years of research and debate on all-terrain vehicle safety, a study has clearly defined what needs to be done to decrease deaths and injuries in West Virginia.

Governor Manchin requested the study after the Legislature failed to pass an ATV safety bill last year.

A workgroup of ATV health and safety experts put together recommendations that include further limiting the operation of ATVs on paved roads and mandating helmet use for all riders.

The study found that from 2005 to 2007, nearly two-thirds of fatal ATV crashes occurred on paved roads.

ATV lobbyist Karen Coria says the study reinforces what safety advocates have been saying the last four years, which is to prohibit ATVs from paved roads.

Last week, a bill was introduced that would ban ATVs from all paved roads but give counties and municipalities the authority to make exceptions. The Senate Transportation Committee plans to discuss the legislation Tuesday.

If this is what they choose to enforce, then there should be no exception to this law for farmers.just about every law there is for public safety there is some stipulation for farmers or other people exempt from the law proposed.Every one should be equal.
