Huntington officials are considering a one-year moratorium on permits for new bars and nightclubs in the downtown following a fatal shooting and other crimes.

The proposed moratorium will be up for a first reading by City Council on Monday.

City Planner Don Kleppe told The Herald-Dispatch that the purpose is to halt the spread of new establishments so bar owners, law enforcement officials and city leaders can resolve issues stemming from alcohol-fueled crimes.

Former Marshall University football player Donte Newsome was fatally shot outside a nightclub in July. Police say the shooting occurred after a verbal exchange inside the club.

A survey of about 950 Marshall students conducted by a university psychology class found that about half the respondents don't feel safe walking on 4th Avenue at night.
