South Charleston officials say no thanks to the state's proposal to let Charleston annex part of a technology park in their city.

South Charleston officials say no thanks to the state's proposal to let Charleston annex part of a technology park in their city.

Dow Chemical Co. has offered to donate a portion of the tech park to the state. The state wants to convert the property into a business park that would house state agencies, research firms and a $15 million advanced technology-training center.

Gov. Joe Manchin has suggested moving the Lottery Commission's headquarters from Charleston to the park. Annexation would avert a legal battle with Charleston, which contends moving state agencies' headquarters outside the capital is unconstitutional.

South Charleston Mayor Frank Mullens said Thursday that annexing part of his city isn't an option.
