SHENANDOAH, Va. (WHSV) — A councilman for the Town of Shenandoah died after being struck by a vehicle on Tuesday night.

According to Shenandoah Police Chief Paul Davis, the department responded to a report of an accident involving a pedestrian at 6:57 p.m. on Feb. 12.

Officers arrived at the scene, which was directly in front of the Shenandoah Town Office at 426 First St., within seconds.

They notified EMS crews, who responded from the Shenandoah Volunteer Fire Company and Page County EMS.

The man who had been hit, identified as councilman Dave Moyer Hinkle, was taken to Sentara RMH for treatment of his injuries and was pronounced dead a short time later.

Investigators found that three people had witnessed the collision, including the driver. After speaking with all three and reviewing the scene, police determined that Hinkle had walked in front of the vehicle. They do not suspect alcohol was a factor.

No charges are pending. The family is making funeral arrangements.
